- Define the study area and the purpose and need for the project
- Establish study goals, objectives and preliminary evaluation measures
- Undertake public involvement activities
- Collect data
- Develop conceptual alternatives
- Estimate capital and operating costs of each alternative
- Forecast ridership and other travel characteristics of alternatives
- Assess transportation, social, and environmental impacts of alternatives
- Coordinate with environmental resource agencies
- Evaluate preliminary funding and financing strategies
- Review and approval of study by Federal Transit Administration
